TYPICAL DUTIES:
(Illustrative Only) Provides assistance and support in all areas overseen by the human resources department, including but not limited to, benefits; classification and compensation; recruitment; policies and procedures.
Assists with New Employee Orientation; preparing recruitment materials and conducting recruitment activities for assigned departments; analyzes salary market data for classification and compensation purposes; responds to inquiries regarding employment opportunities; performs data input; assists with the development of training programs on a wide variety of subjects to employee groups; interprets and explains County policies and procedures to the public and to County staff; applies County policies and procedures to effectuate consistency and fairness; works with Finance Department for payroll and benefit purposes as assigned.
Minimum Qualifications MINIMUM
Qualifications:
An Associates' Degree in Human Resources Management, Psychology, Organizational Development, or a related field from a regionally accredited institution of higher learning recognized by the US Department of Education; two (2) years of professional experience in two or more of the following human resources functions:
benefits, classification, compensation, employee relations, recruiting, or training and development.
An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered.
PREFERRED
Qualifications:
Preference may be given to individuals who possess a recognized human resources certification through HRCI or SHRM, such as PHR, SPHR, CP, SCP.
Knowledge, Skills & Abilities Knowledge of:
principles, practices, and standards of public sector human resources management; state and federal employment laws and regulations; classification and compensation systems; employee benefits; Human Resources information systems and applicant tracking systems such as ADP and NEOGOV, or the ability to learn; unemployment compensation; government retirement systems, including ASRS and PSPRS, or the ability to learn.
Considerable skill in:
obtaining, verifying, and evaluating general and statistical information; problem solving; interpersonal relations and communication; time management with a proven ability to meet deadlines; addressing sensitive employee relations issues; Microsoft Suite and learning other computer software systems; customer service, tact, and diplomacy; speaking in public; training of others.
Ability to:
analyze problems and situations and apply appropriate policy and procedure; plan and organize work effectively and efficiently; respond to common inquiries from employees; understand when matters should be handled by a more senior department member; compose correspondence and reports; maintain confidentiality; learn county personnel policies and merit system rules; represent the Department and the County in a professional manner; maintain effective and professional working relationships with employees, other agencies, and the public; read, write, and speak English; communicate effectively verbally and in writing; be flexible in fast-paced environment.
WORK ENVIRONMENT:
Work is primarily performed under general supervision.
Incumbent generally performs work in a typical office setting with appropriate climate controls.
PHYSICAL REQUIREMENTS:
Essential functions of this position require:
lifting up to 10 pounds, manual dexterity, ability to communicate.
Sedentary Work:
Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body; involves sitting majority of time; walking and standing are required, and all other sedentary criteria are met.
Mental Application:
Utilizes memory for details and verbal instructions, requires emotional stability, empathy, critical thinking, adaptability and creative problem-solving skills.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
